It's easiest to cut paper circles, trim them down to the sizes needed, and rehearse them as patterns for cutting the cardboard or wood. This is a great area of one's dollhouse to try out "make believe"-whether children are pretending to have company at dinner, or you are displaying an excellent tea set.
